Is the Catherine Palace and the park all one can see in Tsarskoe Selo?

No, in Tsarskoe Selo, you can also visit the Alexander Palace, the Alexander Park, the complex of the Fedorovsky town with the Feodorovsky Imperial Cathedral, and the Lyceum where Alexander Pushkin studied. All these we see on the way to the Catherine Palace. We can also visit them if you want. However, this will lengthen the tour and, therefore, the cost (1500 rubles per hour). But how much it will enhance the impression of Tsarskoye Selo is hard to say. The Catherine Palace steals the show. If you still want to extend the tour for more than 5 hours - I recommend going to Pavlovsk, which is very close.
